Legislator Vincent R. Felder represents the 22nd Legislative District, located in the southern half of the Northeast Quadrant of the City of Rochester. It includes most of the Upper Falls and Marketview Heights neighborhoods, along with the eastern half of downtown. Vince serves on the County Legislature’s Recreation and Education and Ways and Means committees. He was first elected to the Legislature in 2015.
Legislator Felder received his Bachelor of Science in Political Science with a minor in African and Afro-American Studies from the State University of New York’s College at Brockport in 2003. During his studies, he also served as president of Brockport’s student government and became a member of its chapter of the Kappa Alpha Psi fraternity.
As the representative of the 22nd District, Legislator Felder is especially aware of both the promises and challenges that face Monroe County. The 22nd includes such important cultural and business institutions as the Public Market, the Eastman School of Music, the Genesee Brewing Company, the Strong Museum of Play and the Little Theatre, but also includes neighborhoods that are plagued by some of the highest levels of violent crime and unemployment in Monroe County. Zip code 14605, which nearly matches the borders of the 22nd district, has an unemployment rate of 19 percent, more than triple that of the county as a whole. For these reasons, Legislator Felder is most focused on economic development issues. He is particularly focused on providing affordable and accessible childcare as a gateway for many families to economic stability.
In addition to his duties at the county, Legislator Felder works as a legislative aide to New York State Assemblyman David F. Gantt.
